Added: May 23, 2014 12:56 pm Naval Facilities Engineering Command—Atlantic, 6506 Hampton Blvd, Norfolk, VA 23508 has a requirement for the design and implementation of a two (2) day training course entitled, “Introduction to Waterfront Engineering”. The course in general terms will cover significant topics outlined in United Facilities Criteria (UFC) 4-152-01, Design; Piers and Wharves. The course will be delivered on-site at a location “To Be Determined” at Norfolk Naval Station, in Norfolk, Virginia. Additionally, as four options, the two-day course will be offered at NAVFAC Southwest in San Diego; NAVFAC Pacific in Honolulu, HI; NAVFAC Southeast in Jacksonville, FL; and NAVFAC Northwest in Seattle. WA. The period of performance will be from contract award through 31 March 2015.

This acquisition has been issued as an RFQ (N62470-14-T-7012) and will be awarded as a firm-fixed price purchase order utilizing simplified acquisition procedures. The requirement is being solicited as an unrestricted procurement. All responsible sources may submit a quote which shall be considered by the agency. This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430, Professional and Management Development Training.

The small business size standard under the NAICS code is $10.0 million. The Government intends to award a Lowest Price/Technically Acceptable, firm fixed-price contract on an all or none basis. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov on or about 3 June 2014 with a receipt/close date of 18 June 2014/2:00 PM Eastern Time and an award to be made on or about 26 June 2014. Electronic submission of the contractor’s quote is hereby authorized, but must be transmitted by the posted response date and time. It is incumbent upon the contractor to monitor FEDBIZOPPS for the release of the RFQ and all subsequent amendments to the RFQ.
