The USDA's Animal and Plant Health Inspection Service seeks a firm-fixed-price contract for quarterly, biannual, and annual preventive maintenance of the Water Purification System at its National Center for Applied Plant Protection in Laurel, Maryland, with proposals due August 17 and questions due August 14. All maintenance work must occur during normal business hours, Monday through Friday, 6:30 AM to 4:30 PM, unless otherwise approved. The contractor must provide all labor, tools, and materials; develop and submit a preventive maintenance schedule for approval before services commence; and attend a mandatory pre-proposal meeting at the job site.
Quarterly tasks include inspections and performance data recording for activated carbon filters, water softeners, reverse osmosis units, storage tanks, and pumps, plus replacement of reverse osmosis pre-filter cartridges and brine tank salt and system feed water chemistry testing. Biannual maintenance includes carbon tank exchanges and mixed bed DI cartridge replacement with final water quality documentation. Annual work encompasses replacement of vent filters, UV bulbs, UV sleeves, and post-filters, plus sanitization and maintenance of the reverse osmosis unit and storage tank.
Responses must include the SF1449, Attachment 2 (Labor Exemption Form), and a guaranteed maximum price. Site visits will be held 08/18/2026 at 10:00 only. At that time, the Facility Point of Contact will be reached and will meet with the contractor at the entrance to the facility. The Facility Point of Contact will escort the contractor to the installation location.
