About this opportunity
The U.S. Army Corps of Engineers, Portland District seeks Water Management Programming Services via a Women-Owned Small Business (WOSB) set-aside, 100 percent reserved, with proposals due August 21, 2026. This is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity contract with a cumulative capacity not to exceed $3.1 million and a base 5-year period of performance from September 30, 2026 through September 29, 2031.
Place of performance is Portland, Oregon. The contractor shall provide software analysis, database development, web development, hardware and system development, user interface development, and systems integration across five service areas: Data Collection, Data Exchange, Data Management, Data Visualization, and System Design. Work involves publicly releasable Water Management datasets only; the Government will provide and control the environment for any system architecture information, and no CMMC is required since the contractor will not process, store, or transmit Controlled Unclassified Information or Federal Contract Information on contractor-managed systems.
Key Personnel must include a Principal, Project Manager, and six positions—Software Analyst/Programmer (5+ or 10+ years), Database Developer (5+ or 10+ years), Web Developer (3+ or 6+ years), Hardware and System Developer (3+ or 5+ years), User Interface Developer (4+ or 8+ years), and Systems Integration Specialist (7+ or 10+ years)—plus Clerical Support. Domain knowledge in surface water and meteorology is mandatory. The contractor must comply with AT/OPSEC training requirements and E-Verify pre-screening within three business days of award.
Pricing is firm fixed price based on fully burdened hourly labor rates across labor categories and five contract years. A guaranteed minimum contract value of $10,000 is satisfied through issuance of a Seed Task Order, with five initial tasks spanning work plan development, systems familiarization, web page standardization, process modifications in CWBI environments, and process improvement investigations.
Evaluation criteria weight Past Performance (Factor 1) and Technical Capabilities (Factor 2) as approximately equal and combined significantly more important than Price (Factor 3). Offerors must submit two volumes: Volume I with past performance and technical capabilities, and Volume II with completed SF 1449 and pricing schedules. Proposed projects must collectively address all five service areas. A one-page surface water and meteorology Knowledge, Skills, and Abilities submission is required in the Technical Volume and does not count against page limits.
Amendment 0001, issued August 7, did not extend the proposal deadline; it posted the solicitation without the draft watermark, updated attachments, and answered contractor questions.
