About this opportunity
The National Oceanic and Atmospheric Administration seeks procurement of one complete, hand-portable CTD (Conductivity-Temperature-Depth) probe system for hydrographic training and education, with quotations due July 28 at 11:00 AM EST and questions due July 21 at 11:00 AM EST. This is a total small business set-aside under NAICS code 334511 with a size standard of 1,350 employees.
Delivery is FOB Destination to NOAA's Center of Excellence for Operational Ocean and Great Lakes Mapping, 24 Colovos Road, Durham, NH 03824. The system comprises a highly portable multiparameter logging instrument (such as AML-3 LGR or equivalent) with internal data logging, rechargeable battery, and integrated WiFi/Real-Time serial output; a high-accuracy sound velocity sensor (1375–1625 m/s range); a high-accuracy temperature sensor (−5 to 45°C range); a pressure/depth sensor rated to 500 meters (500 dBar); a ruggedized deployment cage for static profiling; dedicated data acquisition/processing software (such as Sailfish or equivalent); all required communication and charging cables; and a hard-shell Pelican-style transit case. The system must be fully portable, deployable by a single operator from small vessels, feature modular swappable sensors, and meet NOAA's "Exceptional" hydrographic quality specification for sound speed corrections.
Delivery is required within 120 days of award, with an anticipated delivery date of December 1. The award is firm-fixed-price on an all-or-none basis with Net 30 payment terms. Quotations must remain valid for 60 days minimum and be submitted electronically in PDF or Microsoft Word format to Chelsea.Vera@noaa.gov. Offerors must have active SAM registration and provide UEID/CAGE CODE. Evaluation uses two pass/fail criteria: Technical Acceptability/Capability (demonstration of relevant experience within the past two years and specification sheets for all equipment) and Price, with award to the lowest-priced, technically acceptable quote.
