About this file

This Statement of Work (SOW) describes a procurement by the NOAA Center of Excellence for Operational Ocean and Great Lakes Mapping for one complete, hand-portable multiparameter logging instrument system for hydrographic training and education purposes.

The deliverables include: (1) a highly portable multiparameter logging instrument (e.g., AML-3 LGR or equivalent) with internal data logging, rechargeable battery, and integrated WiFi/Real-Time serial output capabilities; (1) high-accuracy sound velocity sensor with 1375-1625 m/s range; (1) high-accuracy temperature sensor with -5 to 45°C range; (1) pressure/depth sensor rated for casts exceeding 500 meters (500 dBar rating); (1) ruggedized deployment cage optimized for static profiling; and (1) dedicated data acquisition/processing software (e.g., Sailfish or equivalent) with all required communication and charging cables and a hard-shell Pelican-style transit case. The system must be fully portable, deployable by a single operator from small vessels, feature modular swappable sensors, and be depth-rated to at least 500 meters. The resulting oceanographic data must meet NOAA's "Exceptional" hydrographic quality specification for sound speed corrections. All deliverables must be completed within 120 days from the date of award and delivered to LT Taylor Krabiel, NOAA-Center of Excellence for Operational Ocean and Great Lakes Mapping, 24 Colovos Road, Durham, NH 03824. Invoices shall be submitted via IPP.gov, and the contractor is not required to access any government privileged information or non-public government information systems. The Technical Point of Contact will be determined at award.

CTD - Probe

Statement of Work

1.0 OBJECTIVES

The Center of Excellence requires a fully integrated, turnkey, highly portable multiparameter profiling instrument to directly support the education and training of the hydrographic workforce.

This turnkey system must provide a complete, out-of-the-box solution that allows personnel to rapidly mobilize and conduct static water column profiles. This hands-on capability is critical for developing operational proficiency in acquiring the sound speed, temperature, and depth data that is strictly essential for acoustic bathymetry corrections. Furthermore, this must be a fully functional, practical, and usable system for surveyors, ensuring that personnel receive realistic, industry-standard experience in oceanographic data collection.

BACKGROUND

The Center of Excellence requires specialized oceanographic training equipment, specifically one highly portable multiparameter profiling probe equipped with Sound Velocity, Temperature, and Pressure (Depth) sensors (e.g., AML-3 or equivalent). Accurate water column data is a fundamental requirement for the ray-bending reduction and quality control of multibeam soundings. To meet NOAA's rigorous charting standards, the hydrographic workforce must understand how to efficiently configure, deploy, and process data from static CTD/SVP casts exceeding 500 meters in depth.

The Center of Excellence will use this equipment to directly support the immediate and ongoing education of the NOAA workforce. By integrating this highly portable profiling capability into the training curriculum, we ensure that NOAA personnel remain fully proficient across a diverse range of industry-standard oceanographic data collection methods, thereby eliminating educational deficits and maintaining the operational readiness required for modern survey missions.

SCOPE

This procurement is for the purchase and delivery of one (1) complete, hand-portable multiparameter logging instrument (e.g., AML-3 LGR or equivalent) equipped with swappable sensor payloads for Sound Velocity (SV), Temperature (T), and Pressure (P). The system must be capable of conducting static vertical casts to depths exceeding 500 meters. The procurement includes the main logging instrument, required environmental sensors, a ruggedized deployment cage, communication cables, and dedicated data acquisition and processing software, as specified in the Technical Requirements of this document.

2.0 TECHNICAL REQUIREMENTS

2.1 General Specifications - The operational requirements for this system are:

● The instrument must be a highly portable, internally powered logging probe designed for rapid mobilization and static deployment from small vessels of opportunity by a single operator.

● Must include all required components to immediately conduct water column profiles (logging instrument, sensors, deployment cage, and topside software).

● The instrument and its installed sensors must be depth-rated to safely and accurately conduct casts of at least 500 meters (e.g., 500m depth rating preferred for standard shallow-water operations).

● Must feature a modular, swappable sensor architecture allowing personnel to easily configure the instrument with Sound Velocity, Temperature, and Pressure sensors in the field.

● The system must feature an internal rechargeable battery and integrated data logging capabilities.

● The resulting oceanographic data must meet or exceed NOAA’s highest hydrographic quality specification (“Exceptional”) for sound speed corrections as outlined in the Hydrographic Surveys Specifications and Deliverables.

● The system must be delivered “turn-key” and ready for immediate instructional deployment.

2.2 Deliverables:

● (Qty - 1) Multiparameter Logging Instrument: (e.g., AML-3 LGR or equivalent) highly portable shallow-water profiler with internal data logging, rechargeable battery, and integrated WiFi and/or Real-Time serial output capabilities.

● (Qty - 1) Sound Velocity Sensor: High-accuracy sound velocity sensor (e.g., 1375- 1625 m/s range).

● (Qty - 1) Temperature Sensor: High-accuracy temperature sensor (e.g., -5 to 45°C range).

● (Qty - 1) Pressure/Depth Sensor: Pressure sensor capable of supporting casts exceeding 500 meters (e.g., 500 dBar rating).

● (Qty - 1) Deployment Hardware: Ruggedized sensor cage optimized for static profiling deployments.
