About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood seeks a contractor to provide Watch Care Coordinator services, including dedicated facility monitoring, user support, administrative services, and operational coordination for all designated religious facilities at Fort Hood in support of the Religious Support Office (RSO) mission. Key requirements include providing qualified childcare and facility management personnel who maintain Army-mandated adult-to-child ratios (ranging from 1:4 for infants to 1:15 for children aged 9-12), ensuring constant line-of-sight supervision, and serving as the primary liaison between the RSO and facility maintenance personnel. All personnel must pass a Child and Youth National Agency Check with Inquiries (CNACI) and Installation Records Check (IRC), obtain current CPR and First Aid certifications, complete child abuse prevention training, and demonstrate at least two years of relevant experience. The contractor must develop and maintain a Quality Control Plan, submit monthly invoices and Watch Care Reports detailing attendance and incidents, and respond to government communications within 48 hours during business days or 72 hours for weekend/holiday communications. Questions regarding this sources sought notice must be submitted by 2:00 PM Central Time on February 25, 2026, with answers provided no later than February 27, 2026; the notice itself is due by March 2, 2026, though it may go inactive before that deadline.

This is a sources sought notice with no set-aside designation, and there is no incumbent contractor identified for this requirement. The contract involves a firm fixed-price, non-personal services structure with a base year from April 1, 2026, through March 31, 2027, plus four optional one-year renewal periods extending through March 31, 2031. Core operational hours consist of 15 hours weekly baseline (Tuesdays 8:30 AM-12:30 PM, Thursdays 4:30 PM-8:30 PM, and Sundays 8:30 AM-3:30 PM), with additional pre-scheduled sessions billed separately and short-notice support required for events such as memorial services. The Government estimates serving between 2,400 and 3,500 children annually and anticipates requiring 4 to 16 childcare providers per event depending on size and type. The contractor will have dedicated storage space at 12 chapel buildings, an annex, and a gym for equipment and supplies, and must obtain liability insurance meeting Texas childcare facility standards; notably, a separate Texas state childcare license is not required since services will be performed on the federal installation.
