About this file

This is a Questions and Answers document for solicitation 26P4020, addressing contractor inquiries regarding a Watch Care Coordinator/Services contract at Fort Hood, Texas. The contract, with a period of performance from April 1, 2026, through March 31, 2031 (base year plus four option years), requires the provision of childcare services during scheduled religious facility events. Core services consist of 15 hours weekly baseline: Tuesdays 8:30 AM–12:30 PM (4 hours), Thursdays 4:30 PM–8:30 PM (4 hours), and Sundays 8:30 AM–3:30 PM (7 hours), with additional pre-scheduled sessions billed separately under their own CLINs. The Government estimates serving between 2,400 and 3,500 children annually and anticipates requiring 4 to 16 childcare providers per event depending on size and type. Short-notice support (potentially 28–72 hours) must be provided for events such as memorial services.

Contractors must obtain liability insurance meeting Texas childcare facility standards and will have dedicated storage space at 12 chapel buildings, an annex, and a gym for equipment and supplies. Adherence to Army regulations and contract requirements constitutes sufficient federal compliance; a separate Texas state childcare license is not required since services are performed on a federal installation. There is no incumbent contractor. The Government indicated that detailed information regarding estimated numbers of additional annual sessions, age breakdown of children, personnel baseline figures, and service scheduling will be provided in the formal solicitation attachment. Personnel qualifications and pre-employment screening requirements noted in the specification document should be disregarded for purposes of this sources sought notice, which is solely assessing market capability.

Questions and Answers for 26P4020

1. Per section 2, item D (equipment and supplies) found in the specification document. What type of insurance is being required under this provision and what is the minimum coverage amount needed/expected?

a. The contract will require, at a minimum, liability insurance coverage that meets the standards set by the State of Texas for licensed childcare facilities. Proof of this coverage will be a requirement.

2. The Sources Sought Notice lists standard Watch Care times (Tuesdays 8:30 am–12:30 pm, Thursdays 4:30 pm–8:30 pm, Sundays 8:30 am–3:30 pm) and mentions additional pre-scheduled days. For planning purposes, should contractors consider these additional days as part of the standard flat rate, or will they be billed separately? Could the Government provide an estimate of how many additional sessions may occur annually and the typical notice period for these events?

a. Each service will have its own CLIN. In the case of a solicitation being posted, a guide will be provided.

b. The Government is not certain of an estimate yet but will provide one in due time.

c. For short notice requirements, such as memorial services, the contractor must be prepared to provide support with as little as 28-48 hours' notice, according to Section 5.5 of the PWS. However, it is being looked at to extend the notice to 48 -72 hours.

3. Could the Government provide an estimated age breakdown and typical number of children requiring care for each scheduled session?

a. At the moment an answer cannot be provided but will update this.

4. Will contractors have dedicated space at each event for storing supplies and equipment, or is it expected that all materials be transported to and from each location? Will any equipment remain on-site between sessions?

a. Yes, contractors will have dedicated space. Each of the 12 chapel buildings, as well as the Annex and gym, has available storage space for contractor supplies and equipment.

5. Does the Government anticipate any preference or consideration for small, woman-owned, minority, or disadvantaged small businesses in the future solicitation process?

a. The purpose of the source sought is to determine if there is a market to fulfil this requirement.

6. Will the contractor be required to maintain Texas childcare activity licenses for all events, or is this considered covered under federal compliance?

a. Adherence to all requirements stipulated in the contract and all relevant Army regulations will be considered sufficient for compliance. A separate Texas state childcare license will not be required, as the services are performed on a federal installation in direct support of a federal mission.

7. Is there an incumbent in place? If so, please provide the name of the incumbent, the amount of the current or previous award and the award number.

a. No.

8. It appears as though a total of 15 hours of services will be needed on a weekly basis, please confirm.

a. The 15 hours per week represent the "core hours" for regularly scheduled services (4 hours on Tuesday, 4 hours on Thursday, and 7 hours on Sunday) as listed in Section 1.6.7 of the PWS. This is the baseline.

9. What is the expected total count of children that will require services at the start of the contract?

a. It is estimated that the contract will serve between 2,400 and 3,500 children annually.

10. Please provide the total number of personnel needed for the services (asking for a base number, a median)

a. The number of personnel required will vary based on the size and type of the event. We estimate a range of 4 to 16 providers will be needed for any given event. A baseline number will be provided at a later date.

All question that states a response will be given at a later date will be found in the attachment section of the solicitation, should one be posted.
