About this opportunity

The U.S. Air Force Materiel Command Nuclear Weapons Center seeks extension and installation of electrical power and plumbing utilities from an existing Aerospace Ground Equipment Shop to an exterior Wash Rack at Building 381, Kirtland Air Force Base, New Mexico, with proposals due September 22, 2026 at 1:00 PM Mountain Standard Time. The procurement is a 100% small business set-aside under NAICS 238210, with preference consideration for women-owned small businesses, HUBZone small businesses, service-disabled veteran-owned small businesses, and economically disadvantaged women-owned small businesses.

Place of performance is 2000 Wyoming Boulevard SE, Albuquerque, New Mexico 87123. Work must be completed within 100 calendar days from notice to proceed, with all construction occurring during facility operating hours (7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays) with zero mission interference. The scope includes cutting asphalt, trenching, installing new electrical breakers and service lines with conduit, establishing exterior electrical connections, installing a switch for an in-ground catch tank pump, installing plumbing drain lines to the catch tank, connecting city water lines with emergency shut-off valves, backfilling and compacting trenches, and resurfacing with new asphalt. Work must comply with New Mexico state codes and local building codes. A built-in backflow-prevention device is already installed at the connection inside the wash rack housing. All work must satisfy Davis-Bacon prevailing wage requirements for Bernalillo County, New Mexico.

Contracting Officer Joaquin Camacho requests single firm fixed-price proposals via email at joaquin.camacho.3@us.af.mil. A mandatory site visit is scheduled for September 16, 2026 at 10:00 AM at Truman Gate Visitor Center. Award will be made on a Lowest Price Technically Acceptable basis, evaluating technical acceptability (maximum 2-page execution plan demonstrating safe trenching and utility connection methods with 100-day schedule), past performance (government-maintained records; no offeror-submitted references required), and price reasonableness. Payment is via Wide Area WorkFlow using Invoice 3064/3065 document types.
