About this file
This is a Statement of Work (SOW) for a facility construction project at Kirtland Air Force Base (AFB), New Mexico, issued by the 58th Maintenance Squadron (MXS). The project involves extending and installing electrical power and plumbing (water supply) utilities from the existing Aerospace Ground Equipment (AGE) Shop to a designated exterior Wash Rack to support high-pressure equipment cleaning and facility readiness operations.
The contractor must complete all work within a 100-calendar-day period of performance, with specific milestones including: 30 days for contract award and Notice to Proceed (NTP), 7 days for contractor material submittals, 7 days for government review and approval, 7 days for dig permit acquisition, 15 days for material lead time, 30 days for construction, 2 days for final inspections, and 2 days for closeout. Work must comply with all applicable New Mexico state codes and local building codes and ordinances. The electrical scope includes cutting asphalt, trenching ground, installing new breakers and service lines, running conduit through trenches and along building supports, establishing exterior connections, installing a switch for an in-ground catch tank pump, and testing electrical functionality. The plumbing scope includes cutting asphalt, trenching ground, installing drain lines to an in-ground catch tank, connecting city water lines with emergency shut-off valves, and testing plumbing operations. All trenches must be backfilled with existing dirt, compacted, and resurfaced with new asphalt. Work must occur during facility operating hours (7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays) with zero mission interference. The contractor must obtain all required permits (Kirtland AFB Form 103 for digging and utility work) prior to construction, submit material approval forms, catalog data, hazardous material worksheets with Safety Data Sheets, and a comprehensive company safety plan. Final deliverables include one-year craftsmanship and manufacturer warranties, owner's manuals, and shop drawings on 11x17 sheets. The contractor must maintain site cleanliness, protect adjacent properties, manage waste disposal off-base without using government dumpsters, and ensure the site is fully cleaned before final walkthrough.
