About this opportunity
The U.S. Army Corps of Engineers, New Orleans District, has published a Notice of Intent to Award Sole Source for the Warehouse 3 HVAC Replacement project. This special notice indicates the government's intention to award a noncompetitive contract to Building Control Systems, L.L.C., a small business located in Harahan, Louisiana, for heating, ventilation, and air-conditioning system replacement work. The project falls under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC Code J041 (Maintenance, Repair and Rebuilding of Refrigeration, Air Conditioning, and Air Circulating Equipment). Although this is a sole source procurement, the notice provides an opportunity for competing firms to submit written notification of their capability to perform the work prior to the May 1, 2026 deadline. The government has determined that Building Control Systems is the only responsible source due to its nearly two decades of exclusive knowledge and maintenance history with the existing HVAC system installed in 2007.
The primary objective of this procurement is to install six new 4-ton Energy Star Certified heat pump split systems in Warehouse 3 at the New Orleans District facility, with a two-month period of performance from April 15 through July 15, 2026. Interested contractors must submit written responses by May 1, 2026, at 11:00 AM local time via email to Taylor.H.Brandon@usace.army.mil, providing sufficient supporting documentation to demonstrate their ability to meet all technical and administrative requirements. To participate, firms must be small businesses and must comply with extensive federal security requirements, including background checks, E-Verify Program screening for all employees, and completion of Suspicious Activity Reporting Training within 30 calendar days of award. Additionally, contractors must provide proof of Worker's Compensation and Employer's Liability Insurance with minimum coverage of $100,000, as well as Automobile Liability Insurance with minimum limits of $200,000 per person and $500,000 per occurrence. While the government intends to award to the sole source contractor, any competing responses received will be evaluated at the government's discretion, though the final determination to proceed with sole source award remains solely within government authority.
