About this file
This is a Market Research Report for a federal contract opportunity to upgrade the HVAC system in Warehouse 3 at the New Orleans District. The PR&C Number is W42HEM60306613, with a POC of Cal Calico, Facility Operations Specialist. The current HVAC system was installed by Building Control Systems LLC (BCS) in January 2007, and BCS has performed all maintenance and repairs since installation. The Government does not possess plans or drawings of the existing system.
The requirement calls for installation of six new 4-ton Energy Star Certified heat pump split systems in Warehouse 3. The Government requires a contractor with knowledge of the existing HVAC system to limit complications and avoid escalated costs. Market research determined that BCS is the only vendor with the specialized qualifications for this specific requirement, as they possess decades of knowledge and experience with this particular HVAC system in this unique building layout. The report confirms this is a commercial service, as HVAC systems have been sold, leased, and licensed to the general public. Market research techniques employed included historical acquisition information, review of government and commercial databases, use of source lists, review of product catalogs, and contact with knowledgeable industry sources. FAR Part 12 basic clauses and provisions are sufficient without substantial tailoring to be consistent with industry commercial practices. A Technical Representative will perform an inspection of completed work to ensure all work is in suitable condition.
