About this opportunity

This pre-solicitation notice seeks information from potential sources for the second phase of the Restoration of Main Base Electrical Infrastructure project at NASA's Wallops Flight Facility. The National Aeronautics and Space Administration Goddard Space Center plans to replace approximately 20,000 linear feet of direct burial cable with new electrical power feeder installed in conduit using directional boring technology. Additionally, approximately 5 live front air switches will be replaced with safer SF6 gas switches. Looped circuits will also be created to improve flexibility and resiliency during outages. Responses to assist finalizing requirements are due by April 26, 2022.

The opportunity is set aside as a total small business procurement. Replacement of the existing 15kV, 4/0 AWG copper backbone feeder and additional portions with new 4/0 AWG feeders will occur. Phase 2 construction is estimated from August 2022 through July 2023. Up to approximately 35,000 linear feet of direct burial cable may be replaced along with 5 air switches. The National Aeronautics and Space Administration Goddard Space Center seeks this information to support needed electrical infrastructure upgrades at the Wallops Flight Facility location.

The purpose of this amendment is to change the NAICS code that was inadvertently listed in the release of the previous notice. The correct NAICS code is 237130 – Power and Communication Line and Related Structures Construction.

This notice is issued by the NASA/Goddard Space Flight Center (GSFC) to post a Statement of Work to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Wallops Flight Facility (WFF) is hereby soliciting information about potential sources for the second phase of the Restoration of Main Base Electrical Infrastructure project.  This project will replace approximately 20,000 linear feet of direct burial cable with a new electrical power feeder in conduit using directional boring technology. The work will also include replacing approximately 5 live front air switches throughout the Main Base with more reliable and safer SF6 gas switches. In addition, looped circuits will be created as part of this project to allow for more flexibility and resiliency during power outages and system maintenance. This includes replacing all direct burial cables, sectionalized switches, transformers, and other related equipment that make up the system. The existing backbone feeder throughout the Main Base is 15 kV, 4/0 AWG copper with the exception of a few sections of the system. These remaining portions shall be replaced with 4/0 AWG feeders.

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.
