About this opportunity

The Department of the Interior National Park Service Midwest Region seeks installation of a complete 130 kW diesel emergency generator system at the Dig Shelter facility at Waco Mammoth National Monument in Waco, Texas, with quotations due August 27 at 9:00 AM Central Daylight Time. This is a Total Small Business set-aside.

Place of performance is 6220 Steinbeck Bend Drive, Waco, Texas. The contract is Firm Fixed Price with an anticipated 180-day delivery schedule; the performance period runs September 15, 2026 through March 15, 2027. A mandatory site visit is scheduled for August 10 at 10:00 AM CT.

The procurement requires a commercial/industrial-grade diesel generator (Cummins, Caterpillar, Kohler, or Generac Industrial) with a diesel belly tank providing minimum 48-hour runtime, an automatic service-rated transfer switch, and electrical connectivity to all four building panels. Contractors must perform load study verification, design the generator pad with geotechnical investigation if required, and provide temporary backup power for outages exceeding 30 minutes to maintain climate control. Scope includes tree trimming for crane access, coordination with an archeological monitor, avoidance of an existing water line, and submission of Quality Assurance/Quality Control and Safety Plans. A single superintendent may fulfill supervision, safety, and QAQC roles.

The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $19 million. This is not a small business set-aside (source states the opportunity is both "Total Small Business" set-aside and "This is not a small business set-aside"—the solicitation document indicates Total Small Business set-aside applies). Quotations must remain valid for 60 days. Payment and irrevocable letter of credit bonding equal to 100% of contract value are due within 10 calendar days of award. Evaluation uses simplified acquisition procedures under FAR Part 13, considering price, technical capability, prior experience, and price reasonableness. Construction wage determinations per the Davis-Bacon Act apply. Amendment 0001 (effective August 25) provided Quality Assurance documentation and attachments; acknowledgment of amendment receipt is required by the quotation deadline.
