About this opportunity
The Fish and Wildlife Service seeks decommissioning services for two underground fuel storage tanks at Turnbull National Wildlife Refuge in Cheney, Washington, with proposals due July 10, 2026 at 5:00 PM PDT. This is a total small business set-aside, firm fixed-price construction contract.
Place of performance is Cheney, Washington. The contract period runs from June 22, 2026 through October 30, 2026, with a mandatory 15-day notice to proceed and 130 calendar days to complete all work. Work must occur during normal business hours, Monday through Friday, 7:00 a.m. to 4:30 p.m.
The base scope (Task 1) requires pumping, cutting, cleaning, and disposal of waste contents from two 45-inch-diameter, 75-inch-length fuel storage tanks, including procurement of county permit, confined space permit, and site-specific health and safety plan. Task 2 calls for analytical testing of soil samples collected beneath each tank for BTEX, NWTPH_Dx, and NWTPH_Gx per Washington Department of Ecology requirements. Task 3 requires a non-regulated tank report. Task 4 (Option 1) covers removal and disposal of both cleaned USTs. All work must comply with Spokane County Code and Washington Administrative Code 173-360A.
The contractor must hold a Washington Department of Ecology-qualified license. Evaluation will assess technical capability (two similar underground fuel storage tank decommissioning projects from the past five years) and past performance (customer references). Performance and payment bonds are required within 10 calendar days of award. Davis-Bacon Act prevailing wage rates apply; effective May 18, 2026, rates in Spokane County range from $27.51 to $64.17 per hour base wage depending on classification. The NAICS code is 562910, Remediation Services. The PSC code is P500, Salvage—Demolition of Structures/Facilities (Other Than Buildings). Amendment 0001, effective July 1, 2026, extended the proposal deadline from July 8 to July 10 and provided responses to questions and site visit instructions. Submit responses electronically to Cindy Salazar at cindy_salazar@ios.doi.gov.
