About this file

This is a Questions and Answers document for federal contract 140FC326Q0032 concerning non-regulated underground tank cleanup at Turnbull National Wildlife Refuge, dated July 1, 2026.

The document addresses five key inquiries regarding project scope and execution. Regarding fuel disposition, all remaining liquids in the tanks must be pumped, hauled, and disposed of as waste rather than transferred to other onsite tanks. For testing requirements, the full baseline testing spectrum (BTEX, NWTPH-Gx, and NWTPH-Dx) is required to ensure regulatory compliance with the Washington Department of Ecology. Pressure washing is not mandatory; contractors may instead perform standard confined-space cleaning using cold-cutting, scraping, and diatomaceous earth wiping, which reduces liquid waste generation and allows direct steel recycling. If Option 1 (tank removal) is selected, soil sampling beneath the units must occur after tank removal rather than before. Prospective contractors seeking site visits should contact Kelly Moroney at (509) 559-3020 to schedule appointments.

140FC326Q0032 Turnbull NWR Non-Regulated Underground Tank Cleanup

Questions & Answers 07/01/2026

1. Product Handling/Disposition: We note that one tank has roughly 6" of fuel remaining. Does the refuge want any usable fuel transferred to another tank onsite, or should we factor in complete pumping, hauling, and disposal of all liquids strictly as waste?

Answer: Negative.

2. Fuel Type & Testing Profile: Because these are listed as non-regulated, "found" tanks with unconfirmed historical contents, we agree that covering the full baseline testing spectrum (BTEX, NWTPH-Gx, and NWTPH-Dx) is the safest path forward to ensure total regulatory compliance with the WA Department of Ecology. Our quote will reflect this full suite.

Answer: Agreed.

3. Pressure Washing vs. Dry Cleaning: Since the ultimate goal is the removal and disposal of the units, is pressure washing mandatory? We can perform standard confined-space cleaning by cold-cutting access points, scraping the diesel sludge/scale, and wiping the metal down with diatomaceous earth (floor dry). This allows us to send the steel structures directly for metal recycling while significantly reducing liquid waste generation, saving the project considerable contract dollars.

Answer: This option would be acceptable

4. Sampling Sequence: The SOW details sampling underneath the units with an optional task for total removal. If Option 1 (Removal) is selected, we strongly recommend removing the tanks first, then collecting the soil sample.

Answer: If Option 1 is selected, we agree to sampling underneath after the tanks are removed.

5. For a site visit, contact the point of contact to make an appointment.
