About this file

This is a Statement of Work for the decommissioning of two non-regulated underground storage tanks (USTs) at Turnbull National Wildlife Refuge in Cheney, Washington. The project requires a Washington Department of Ecology-qualified licensed consulting contractor to develop and execute a comprehensive cleanup and monitoring plan in compliance with Spokane County Code and Washington Administrative Code 173-360A (UST Regulations). The two 45-inch diameter, 75-inch length fuel storage tanks have been partially excavated and are heavily rusted; one tank contains approximately 6 inches of fuel while the other's contents are unknown. Work must be completed between June 22, 2026, and October 30, 2026, during normal business hours (Monday–Friday, 7:00 a.m.–4:30 p.m.).

The base scope includes tank abatement through pumping, purging, cutting, and cleaning operations using appropriate equipment; proper disposal of diesel sludge at a Subtitle D facility and all other liquid fuels and water; and soil sampling and analytical testing of at least two samples from underneath each tank for BTEX, NWTPH_Dx, and NWTPH_Gx. An optional Task 4 includes removal and disposal of the cleaned USTs themselves. The contractor must submit a final report documenting all county permits obtained, disposal plans, monitoring results, analytical hazardous material testing data, and quantities of materials removed and disposed of by type. Government acceptance is contingent upon task completion, with evaluation and acceptance determined by the Technical Coordinator, Cassandra Roeder, Deputy Project Leader at the Inland NW NWRC.
