Work encompasses bi-weekly landscaping service visits (March through August) and monthly visits (September through February), totaling approximately 20 annual visits, plus monthly irrigation system inspections during the growing season (March through August), winterization in October, and spring startup between March 20 and April 15. The annual firm-fixed price must cover all labor, supervision, travel, transportation, tools, equipment, materials, disposal, coordination, reporting, overhead, and profit for routine landscaping, irrigation maintenance, minor repairs, and up to five additional service visits; major repairs and visits beyond five require separate written authorization.
All contractor and subcontractor personnel must be bonded. Herbicides, pesticides, and controlled chemicals are prohibited onsite. The contractor must submit a quality control plan and detailed annual work schedule within one week of award, and provide an end-of-year irrigation system report.
Technical acceptability is evaluated on a pass/fail basis and requires demonstrated capability, relevant grounds maintenance experience of similar size and complexity, required licenses and certifications, and a completed Bid Schedule with pricing for all five contract line items.
