The U.S. Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking farrier services for the Army Caisson Detachment horses at Arlington National Cemetery through a Request for Quote (RFQ) for solicitation W91QV125RA020. The procurement covers comprehensive hoof care services including routine hoof trimming, horseshoeing, corrective shoeing, emergency farriery, and standby support for the ceremonial horses used in memorial services and other ceremonial duties. Contractors must provide two lead farriers with specific certifications from the American Farrier's Association or equivalent organizations, along with a minimum of five years of professional experience and the ability to read x-rays and understand horse anatomy. The government will evaluate proposals based on three factors: Technical Capability (most important), Past Performance, and Price, with the contract to be awarded to the offeror providing the best overall value. The solicitation response deadline has been extended to October 14, 2025, at 10:00 AM EST, with questions having been due by September 25, 2025.

This opportunity is set aside as a Total Small Business procurement, with the solicitation documents also indicating it was initially designated for Women-Owned Small Business (WOSB) concerns. The contract structure is an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a total contract value of $3,100,000 and a minimum guarantee of $100, spanning five years from December 5, 2025, through December 4, 2030, with a 12-month base ordering period and four subsequent one-year option periods. Services will support a current herd of 60 horses with plans to expand to 100 horses over the next 3-5 years, requiring routine shoeing every 4-6 weeks and the capability to service up to 10 horses per day. The contractor must maintain a mobile unit to perform services at multiple locations in Northern Virginia, including Joint Base Myer-Henderson Hall, NOVA Equestrian Center, and potentially throughout the National Capital Region for various ceremonial events and missions. Performance locations are primarily in Fort Myer, Arlington, VA, with services extending to support the sensitive mission requirements at Arlington National Cemetery.
