About this opportunity

The U.S. Army Corps of Engineers, Louisville District, seeks sealed bids for design-build-build construction of a Trusted Microelectronic Assurance Center (TMAC) facility at Naval Surface Warfare Center Crane, Indiana, with proposals originally due June 15, 2026, extended to July 29, 2026. This is a total small business set-aside under NAICS 236220 with a $45,000 size standard, foreclosing competition outside that pool.

Place of performance is Crane, Indiana 47522. The base scope includes construction of a 6,830-square-foot primary facility with supporting infrastructure and owner-furnished equipment (CRACs, generator, UPS, automatic transfer switch), with optional line items for facility additions and furniture packages. The contract is firm fixed price with a mandatory 924-calendar-day performance period from notice to proceed. An organized site visit was held May 26, 2026 at 8:00 AM ET at the NSWC Crane Visitor's Center. All visitors required completion of a Federal Form 5512 and submission to Jake Alvey (Jake.A.Alvey.civ@us.navy.mil).

A statutory cost limitation of $9,090,000 applies under 10 U.S.C. § 2805, with a maximum allowable base bid of $8,070,000 (as of Amendment 0003, June 26, 2026). Any base bid exceeding this amount is unawardable. Davis-Bacon prevailing wage requirements apply with wage rates ranging from $19.90 to $46.42 per hour plus fringes. Bid bonds are required (20 percent of bid or $3,000,000, whichever is less); performance and payment bonds are due within 10 days of award.

CMMC Level 2 (Self) certification was required as originally issued but was deleted in Amendment 0003. The solicitation contains Controlled Unclassified Information (CUI) and Federal Contract Information (FCI); contractors must have an active SAM registration and current BASIC confidence level in the Supplier Performance Risk System (SPRS) per DFARS 252.240-7997 and NIST SP 800-171 to access restricted documents. Contact Megan Murphy (megan.r.murphy@usace.army.mil) or Jessica Moss (Jessica.k.moss@usace.army.mil) for SPRS verification.

Five amendments were posted (May 19, June 15, June 26, July 16, July 23), with the most recent revising fire suppression specifications and plans. Bid opening has closed; two bids were received.
