About this file

This is Amendment 0004 to a Design/Bid/Build solicitation for construction of a Trusted Microelectronic Assurance Center (TMAC) facility at Naval Surface Warfare Center (NSWC) Crane, Indiana. The amendment, issued July 16, 2026 by the U.S. Army Corps of Engineers Louisville District (W912QR), revises the Price Breakout Schedule (Section 00 10 00) and replaces multiple specification sections and plan sheets in their entirety. Specification sections being replaced include Steel Standing Seam Roofing (07 61 14.00 20), Metal Building Systems (13 34 19), and Engine-Generator Set Stationary 15-2500 KW (26 32 15); two sections are deleted entirely (Selfadhering Air Barriers 07 27 19.01 and Rooftop Fall Protection Equipment 11 24 00). The amendment also replaces all plan sheets across three volumes and provides three FF&E Procurement Packages (Base, Option 1, and Option 2). Offerors are required to acknowledge receipt of this amendment prior to offer submission.

The bid schedule includes eight contract line items totaling a base proposal for construction of a 6,830 square foot primary facility, supporting facilities, and owner-supplied equipment (CRACs, Generator, UPS, ATS), with three optional expansion phases. The statutory cost limitation under 10 U.S.C. § 2805 is $9,090,000.00; the maximum allowable bid for real property CLINs (0001 and 0002 combined) is $8,045,000.00, with CLIN 0003 (personal property) excluded from this limit. Award will be based on lowest evaluated price, with options evaluated for award purposes but not obligating the Government to exercise them. The primary facility includes laboratory space, office areas, restrooms, mechanical/electrical rooms, and ICD/ICS 705 controlled areas with a period of performance of 924 days from Notice to Proceed.

NOTE NO. 1. To better facilitate the receipt and proposal process, all modifications to proposals are to be submitted on copies of the latest Bid schedules as published in the solicitation or the latest amendment thereto. In lieu of indicating additions/deductions to line items, all Offerors should state their revised prices for each item.

****************************************************************************Amendment 0004

NOTE NO. 3. The basis for award is lowest evaluated price. In accordance with 52.217-5, Evaluation of Options, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

Amendment 0004*****************************************************************************

NOTE NO. 6 Pursuant to 10 U.S.C. § 2805, the statutory cost limitation for this project is $9,090,000.00.

Offerors are advised that this statutory limit represents the total Government budget for real property and must accommodate all internal Government project costs, including Government Supervision, Inspection, and Overhead (SIOH), Government contingency, and owner fees. Because some bid options in this solicitation are classified as real property, they are subject to this statutory limitation.
