About this opportunity

The U.S. Army Corps of Engineers, Engineering Support Center Huntsville (CEHNC) is conducting market research to identify sources capable of providing Fuel Program Preventive Maintenance and Corrective Maintenance (PMCM) services in support of the North Atlantic Division - Air Force (NAD-AF), with capability statements due September 15, 2025. This is a sources-sought notice for planning purposes only, not a formal solicitation; the Government will not reimburse response costs. However, responsive contractors meeting mandatory qualifications will be considered for immediate award anticipated September 28, 2026, to prevent a lapse in critical fuel systems maintenance support.

The period of performance spans 336 days total, structured as a 66-day base period and three 90-day option periods. Contractors must provide all labor, management, supervision, quality control, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to conduct preventive and corrective maintenance on capitalized petroleum facilities and systems within the NAD area. Work includes maintenance scheduling, records management, service order tracking, and use of Resident Management System Contractor Mode and a Computerized Maintenance Management System.

Mandatory requirements include Defense Base Act insurance compliance, ability to mobilize personnel and equipment immediately upon award without transition, and an existing physical operational footprint or established fuel equipment supplier network within the NAD area. Contractors must demonstrate work experience within the last five years on military petroleum facilities in NAD and other CONUS locations, including recurring preventive maintenance, corrective repair maintenance, compliance inspections under UFM 3-460-03, and management of CONUS-based maintenance teams and logistics. Prospective contractors must submit a completed Capability Statement template by the due date, including up to three relevant projects from the past five years.
