About this opportunity

The Army Contracting Command - Detroit Arsenal is seeking to procure 10K Aerial Delivery Cargo Nets (NSN 1670-01-058-3810, Part Number 6018-10) through a five-year Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. This specialized military equipment is designed for helicopter aerial delivery operations and requires strict adherence to government Technical Data Package specifications, Berry Amendment compliance mandating U.S. manufacturing, and rigorous testing protocols including ultimate load tests and proof load tests of 29,000 pounds. The procurement includes First Article Testing requirements with stringent quality assurance provisions that prohibit any material, dimensional, or performance specification deviations without written Contracting Officer authorization. Contract awards will be evaluated using a source selection trade-off process based on two primary factors: Delivery Schedule and Price, with price being significantly more important than delivery schedule. The solicitation has been amended multiple times, with the current proposal deadline extended to September 2, 2025 at 3:00 PM EST, and a Questions and Answers document was posted on August 20, 2025.

This procurement is designated as a 100% Small Business Set-Aside under FAR 52.219-6, restricted to businesses classified under NAICS code 314999 (All Other Miscellaneous Textile Product Mills) with a size standard of 550 employees or fewer. The contract structure includes five one-year ordering periods with an estimated annual quantity of 179 units per ordering year, establishing minimum quantities of 36 units and maximum quantities of 1,119 units over the contract duration. No current incumbent contractors are identified in the solicitation materials, and specific award values or budget ranges are not disclosed in the available documentation. Delivery of the cargo nets will be made to the DLA Distribution New Cumberland Facility in Pennsylvania. Offerors must be registered in the System for Award Management (SAM) and submit proposals electronically, with a 180-calendar day acceptance period for submitted proposals.
