About this file

This file is a Questions and Answers (Q&A) document for Solicitation W912CH-25-R-0041 for a 10K Cargo Net procurement. The U.S. Army Contracting Command - Detroit Arsenal is seeking a Firm-Fixed-Price, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for a specialized Helicopter Aerial Delivery Cargo Net (NSN: 1670-01-058-3810). The solicitation is a 100% Small Business Set-Aside, with specific technical requirements including adherence to a government-owned Technical Drawing Package (TDP) and Berry Amendment manufacturing restrictions mandating U.S. production.

The Q&A document reveals critical technical specifications, including that the cargo net is designed for military helicopter applications, must be produced entirely in the USA, and requires stringent testing protocols. Specific testing requirements include an ultimate load test with no permitted failures and a proof load test of 29,000 lbs for 5 minutes. Vendors are required to meet exact material, dimension, tolerance, hardware, and testing requirements unique to military cargo net specifications. The solicitation emphasizes compliance with detailed government requirements, including domestic manufacturing and specific technical performance standards.

Vendor Q&As
Solicitation: W912CH-24-R-004110k Cargo Net
Question #Contractor QuestionGovernment Answer
1The original part number is 6018-10, with NSN: 1670-01-058-3810.

I have an alternate part #: Barry Part #HCN181-8RNBM - NSN: 1670-20-010-8171.

18'x18' Helicopter Aerial Delivery Cargo-Net (10,000lb WLL) (Similar form, fit, and function as 6018-10.)

Technical data sheet attached for #HCN181-8RNBM. Will this replacement work?

No. Natick Technical Drawing Package (TDP) 6018 is a government owned detailed set of drawings, it is not a sourced controlled or commercial vendor item part number drawing. The 10K Cargo Net configuration is designed for military applications only that must interface with all of our military helicopter aircraft. The 6018 TDP has detailed material, dimension, tolerance, hardware and testing requirements unique to this Cargo Net. The material must also meet the Berry Amendment requirements of being produced in the USA. All this information must be documented individually and certified back to its source of origin to be compliant with the government requirements of this contract solicitation.
2Are the 10K Aerial Delivery nets to be used for parachute deployment? No, the 10K Cargo Net is only attached to the Grab Hook Assembly under various helicopter models. There are no parachutes involved.
3If used with parachute, can you provide parachute parameters ( diameter, size, speed limits, drag coefficient) or data sheet/drawing ?The are no parachutes involved with the use of the 10K Cargo Net.
4If used with parachute, can you define where the parachute is attached ? Ie. Connects to a hard rigging point on the payload or to the Apex ring on the cargo net ?”
The Apex Ring is only attached to the Grab Hook Assembly of the helicopter.

Comment : We can perform this test by hiring an appropriate crane. We wish to ensure that the testing we perform will yield the same results if you should repeat the testing.

(a) : Do you have any description or pictures of test mass / test set-up ?

We anticipate that this testing may impart deformation /damage to some textile elements.

(b) : Can the testing impart deformation, abrasion, cutting/tearing of meshes ?

We define Failure as: the dropping of the load to the ground.

(c) : Do you concur with our interpretation ?

(a.) There is no standard test mass/weight, fixture or set up for the ultimate load test. Each vendor is allowed to determine their own design with the resources available to them as long as it meets the load requirements and prevents any type of failure.

(b.) Yes, however, be aware that once the textile materials (Cord or Webbing) show any signs of damage, the end results at those high load values will cause some type of breakage eventually.

(c.) No, once any of the individual net cords or lifting arm webbing is physically broken, that would constitute a failure of the test.

Comment:

The response to b (Yes) appears to conflict with c (No). Is failure defined as dropping of the load to the ground?

Reply:

I believe the response is saying that yes, the pressure of the load may cause some deformation to the netting, but typically this will result in a breaking. And once a cord or webbing is broke, it counts as a test failure.

6 Reference: Drawing 6018S002rev R/ Note 19 PROOF LOAD …each 10,000 lb capacity net shall be proof loaded to 29,000 lbs...application of the proof load shall be by placing appropriately dense weights within the load zone as defined in note 10 Comment : We can perform this test in -house and have developed a test apparatus which has been approved by US Navy to proof load their torpedo retrieval nets and also by DLA/ USFS to proof load the aerial delivery drawstring cargo nets.

Do you have any objections that we use this test apparatus which would be adapted to Proof-Load each 10K cargo nets to 29,000 lbs for 5 minutes and without any damage to the nets?No objections to the test equipment. The proposed test fixture looks adequate for the proof load testing. However, the half spherical disk needs to be of sufficient diameter to cover the identified load area of the cargo net. The Apex Ring and Hooks should be attached at a single secured point as well.
7Reference: EXHIBIT A. We are unclear as to what we need to address with these pages. Is this a part of the Solicitation ?Exhibit A is part of the solicitation, and is an exhibit that refers contractors to the Contract Data Requirements List (CDRLs).
8Can you provide the exact reference ( which Section and article) to where the Berry Amendment Requirement can be found in Solicitation W912CH-25-R-0041 ?See DFARS clauses 252.225-7001 and 252.225-7002, as well as DFARS clause 252.225-7012 which implements the Berry Amendment. This is referenced in Section I of the solicitation.
9If our product meets the 6018 TDP requirements in FFF, using materials made in the USA, but assembled in Canada (a Buy America Act Qualifying Country) with a 100 % Domestic content( USA and Canada) , would this qualify ?For a product to be considered compliant with the Berry Amendment, all components must be domestically produced, unless a specific exception applies. If the final assembly of th eitem occcurs outside the US, it generally renders the product non-compliant, even if the constituent parts are US-made, unless a waiver is granted or a specific exemption applies.
