This opportunity utilizes a small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction), with a small business standard of $45 million in annual revenues. The anticipated contract structure includes a base period plus four additional years of performance, representing a five-year total contract duration. While specific budget values are not disclosed in this pre-solicitation notice, the scope of work—involving comprehensive facility maintenance, preventive and emergency maintenance, and minor construction for a 24/7 research facility—suggests a substantial contract value. No incumbent contractor or current contract information is referenced in the notice. The contract will be structured as a Firm-Fixed-Price agreement, and interested contractors should prepare to register with the appropriate federal procurement systems, including ProjNet and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, to access any future solicitation documents.
