About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort McCoy is soliciting proposals for a Job Ordering Contract (JOC) covering construction repair and alteration services for the states of Kansas and Nebraska. The procurement falls under the Commercial and Institutional Building Construction category (NAICS 236220) and focuses on miscellaneous building repairs and alterations (PSC Z2JZ). The solicitation includes detailed scope of work documentation with updated coefficient elements, a construction task catalog, and sample project scoping requirements that contractors must address in their proposals, including any assumptions used in cost estimation. Contractors are required to participate in a site visit for which a TEAMS link has been provided in supplemental materials, and they must submit their proposals by April 3, 2026, at 10:00 AM. The evaluation will assess contractor qualifications, cost proposals for sample projects, and the quality of their scoping assumptions.
This opportunity is designated as a HUBZone Sole Source set-aside, restricting competition to qualified HUBZone-certified small businesses. The solicitation has been amended multiple times to incorporate Gordian pricing information, updated technical exhibits, responses to contractor questions, site visit documentation, and sample statements of work for specific projects such as MO076. While no specific award value or contract ceiling is detailed in the notice, the nature of a Job Ordering Contract for two states suggests the potential for multiple projects and significant contract value over the contract term. The place of performance encompasses both Kansas and Nebraska, with work to be performed on Department of the Army installations and facilities within these states.
