About this opportunity
The Delaware Army National Guard seeks quotes for one new electric air compressor and associated installation and removal services, with proposals due May 25, 2026 and questions due May 1, 2026. This is full and open competition with no small business set-aside.
Place of performance is New Castle Air National Guard Base, New Castle, Delaware. The compressor must meet these specifications: 240-gallon air tank capacity, 200 PSI pressure rating, dual 25 horsepower electric motors, three-phase electrical system compatible with 200V or 230/460V, automatic tank drain, low oil control, and dual controls. Questions and answers posted under Amendment 02 confirm acceptance of dual 15 horsepower units producing 100 CFM at 175 PSI if the existing 400-gallon tank is retained, and clarify that electrical requirements must be three-phase 208VAC per civil engineering guidance. A site visit will be held May 12, 2026 at 1300 hours EST; contractors wishing to attend must submit a completed base access request form by COB May 11, 2026.
NAICS code is 333912 (Air and Gas Compressor Manufacturing) with a 1,000-employee size standard. The procurement contains two CLINs: CLIN 0001 for the compressor unit and CLIN 0002 for installation, testing, disconnection, and off-site disposal of the existing unit. Award will be made on a best-value basis weighing technical capability (most important), price, and lead time in descending order of importance. Offerors must provide itemized pricing for both CLINs, manufacturer's technical specification sheet, guaranteed lead time in calendar days, and warranty documentation. The Government intends to award without discussions but reserves the right to conduct them if necessary. Contracting Officer is SMSgt Bryan Driscoll (Bryan.Driscoll.5@us.af.mil) and Contract Specialist is SrA Michael Palet (Michael.Palet.1@us.af.mil).
