About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 seeks cable television services for the East Orange, NJ Healthcare System, with proposals due September 15, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to that category.

Place of performance is East Orange, NJ (385 Tremont Avenue, 07018). The contract covers a base period from October 1, 2027, through September 30, 2028, with four one-year option years extending through September 30, 2031. The estimated contract value is $47 million on a firm-fixed-price basis. The incumbent contractor is Apogee, LLC (operating as Bolden Networks); all existing provider-owned equipment and distribution infrastructure will remain available under the new contract.

The contractor must provide and maintain all cable television infrastructure, equipment, and cabling to deliver 24/7 service across designated buildings (1, 2, 5, 5A, 8, 15, 16, 17, and 18) at the approximately 300-bed facility. Service must include a minimum of 105 HD channels with capability to support patient television access via standard cable jacks. Installation and maintenance work must comply with OSHA, NFPA, and National Electrical Code standards and be conducted during normal business hours (Monday–Friday, 7:00 AM–4:00 PM, excluding federal holidays), with a four-hour response time standard for repair requests. The contractor retains equipment ownership and may adjust channel lineups with VA notification; material composition changes trigger renegotiation rights with six months' termination notice available to the VA if agreement cannot be reached. The contractor is responsible for all repairs at no cost to the VA except for damages caused by negligence or abuse by VA staff, patients, or visitors.

Evaluation criteria include technical capabilities, past performance, and price. The NAICS code is 516120, Television Broadcasting Stations; PSC code is W099, Lease or Rental of Equipment—Miscellaneous.
