About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Health Administration Veterans Integrated Service Network 12 (VHA VISN12), has issued a Special Notice announcing its intent to award a sole-source contract to Pitney Bowes Inc. for Enterprise Mail Management and Mailroom Equipment Lease. The contract will be executed through the Federal Supply Schedule (FSS) and is specifically for the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The procurement is being conducted under Federal Acquisition Regulation (FAR) 8.405-6(b), which allows for acquisitions of items peculiar to one manufacturer when no other supplies or services will satisfy agency requirements. The contract will be structured with a base period and four option years, utilizing a firm-fixed-price model. The associated North America Classification Systems (NAICS) Code is 561499, with a small business size standard of $21.5 million.

Contractors interested in responding to this Special Notice must provide written evidence demonstrating their ability to meet the VA's specific requirements for brand-name Pitney Bowes mailroom equipment with FedRamp cloud-based services. All responses must be submitted via email to Erica.Grimslid@va.gov by 17:00 CST on March 13, 2025, and must show clear and convincing evidence that competition would be advantageous to the government in future procurements. The VA maintains sole discretion in determining whether to compete the proposed acquisition based on the responses received. No telephone inquiries will be accepted, and contractors must provide supporting evidence at no cost or obligation to the government. While this notice satisfies the FAR 5.201(b)(1) requirement to publicize the proposed contract action, it is not a request for competitive proposals, and no solicitation documents are currently available. The primary objective is to procure specialized mailroom equipment and services that meet the VA's unique operational needs.
