About this opportunity

The Veterans Health Administration, Veterans Integrated Service Network 2 (Network Contracting Office 02) issued this Special Notice on January 7, 2026 for a sole-source lease and full-service maintenance procurement of an Olympus Orbeye System. The solicitation, identified as 36C24226Q0219, targets the James J. Peters VA Medical Center located in the Bronx, New York. This is not a competitive procurement but rather a single-source solicitation under FAR 13.106(b) due to Olympus America Inc. being identified as the original equipment manufacturer and sole authorized distributor of the required equipment and services. The notice invites interested parties to submit capability documentation demonstrating their ability to meet the requirements despite the stated intent to award to Olympus America Inc. The procurement falls under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees.

The primary objective of this Special Notice is to establish a lease agreement for specialized medical imaging equipment and associated components for a one-year period from April 1, 2026 through March 31, 2027, with two optional renewal years and a purchase option available. The scope includes 22 distinct equipment items such as the OME-V200 system, 3D4K monitors, cables, power supplies, disposable eye shields, and various accessories necessary for the Orbeye surgical visualization system. Interested contractors must submit capability documentation by January 14, 2026 at 1:00 PM EST to the Contract Specialist Lynn Krakowiak and must be registered in the System for Award Management (SAM) to participate. While Olympus America Inc. is the identified intended source due to its exclusive manufacturing and distribution rights, the government is accepting submissions from other potential sources to demonstrate alternative capability to fulfill this requirement. The leasing arrangement maintains manufacturer ownership of equipment throughout the contract term while providing comprehensive maintenance and support services to the VA medical facility.
