About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 17 seeks quotations for a mobile PET/CT scanner lease at Central Texas Veterans Health Care System in Temple, Texas, with proposals due August 25, 2026 at 9:00 AM CDT. This is a Service-Disabled Veteran-Owned Small Business set-aside under NAICS 532490.

The procurement covers a 12-month base year plus four optional 12-month extension years beginning September 3, 2026. The mobile unit must be no more than three years old (brand new preferred), measuring at minimum 12 feet wide by 48 feet long, with ground-level flush-to-surface entry and a stationary, non-wheeled modular build. Required equipment includes two fully shielded ABA-compliant patient injection rooms, separate temperature controls for scanner and patient areas, integrated restrooms, a shielded hot lab with dual locking mechanisms, and intercom systems. The PET/CT scanner must utilize LYSO crystal-based technology with minimum 64-slice (128-slice preferred) CTAC, time-of-flight capability with timing resolution less than 600 picoseconds, and must be a Siemens Vision, GE Discovery, or Digital system.

The contractor is responsible for all transportation, installation, preventive maintenance by OEM Field Service Engineers, repairs, parts replacement, initial medical physics compliance testing, shielding verification, training for VA technologists, network connectivity, and maintaining greater than 95 percent system uptime. Any downtime exceeding 48 hours requires a pro-rated rate reduction. The VA will provide all clinical staff.

Evaluation criteria weight technical capability and past performance (combined as significantly more important than price) over price. Quotations must remain valid for 60 calendar days minimum and include at least two relevant past performance references from the last five years. Under VAAR 852.219-75, the contractor may not pay more than 50 percent to non-SDVOSB firms for services, though equipment lease costs are excluded. All offerors must register in SAM.gov and verify SDVOSB status through the SBA Small Business Search. Questions were due August 4, 2026. The Contracting Officer is Vance W. Farrell; Contract Specialist is Gillian M. Hooge.
