About this opportunity

The U.S. Army Contracting Command at Picatinny Arsenal is seeking to procure VxWorks WindRiver License software development licenses for the U.S. Army Combat Capabilities Development Command - Armaments Center (DEVCOM-AC). Specifically, the requirement covers VxWorks 6.9 and VxWorks 7 commercial software support and maintenance, with a sole source Firm-Fixed-Price (FFP) contract planned. The procurement is being conducted under FAR 13.106-1(b)(1), which allows for brand name purchases under simplified acquisition procedures when only one source is reasonably available. The contract will be awarded to USI Electronics in Fort Lauderdale, Florida, who is the authorized reseller for Wind River Systems. Interested parties with questions are directed to contact Qendresa Neza via email, with the deadline for inquiries set for January 31, 2025.

This pre-solicitation notice indicates no specific set-aside designation for the contract. Market research conducted from Q4 FY23 to Q2 FY24 confirmed Wind River Systems as the exclusive source for the software, with USI Electronics being their sole authorized government reseller. While specific contract value details are not explicitly stated, previous related contracts (W15QKN-23-P-0038 and W15QKN-22-P-0004) suggest ongoing software licensing needs. The contract will utilize Operations & Maintenance, Army (OMA) FY25 funds and will have a base period of 12 months from the award date. The procurement is critical for maintaining system compatibility and preventing potential software re-engineering efforts that could be substantially more costly than the direct license purchase.
