About this opportunity
The Naval Undersea Warfare Center Division, Keyport, under the Department of the Navy Naval Sea Systems Command, is conducting market research through this sources sought notice to identify potential contractors capable of providing a VRC Cold Spray System. This is a Request for Information (RFI) and sources sought notice, not a formal solicitation, and interested parties are invited to voluntarily submit responses to a detailed questionnaire by November 5, 2025. Respondents must complete the attached "Questions for Industry" questionnaire and email it to brook.m.smith.civ@us.navy.mil, ensuring compliance with Operations Security (OPSEC) requirements and avoiding submission of classified, controlled unclassified, or arms export controlled information. The questionnaire requests company details, small business status, North American Industry Classification System (NAICS) codes, past performance examples, technical capabilities, delivery timelines, and estimated costs. The Government emphasizes that this notice is purely for market research purposes, submission of information is entirely voluntary, the Government assumes no financial responsibility for any costs incurred by respondents, and any submitted documentation becomes Government property.
No set-aside designations are applicable to this market research effort, and no current incumbents or specific contractors are identified in the notice. The pre-solicitation notice does not include award values or budget ranges, as this is preliminary research aimed at gauging industry capability and interest rather than a formal procurement with defined funding parameters. No specific timeline for contract performance or quantity of goods to be delivered is specified at this stage of market research. The notice indicates that respondents should express their willingness to submit a future proposal, suggesting that a formal solicitation may follow this sources sought phase, though no timeline for that subsequent solicitation is provided. All information submitted remains the property of the Government, and the Government explicitly reserves the right not to accept proposals or move forward with procurement based on this market research effort.
