About this opportunity
The Department of the Navy's Naval Sea Systems Command (NAVSEA) issued a Special Notice posting the post-Industry Day informational packet and a Request for Information (RFI) for the NextGen Submarine Rescue System (SRS), with responses due November 16, 2026. No set-aside is used. The notice is for market research only. It is not a Request for Proposals, does not commit the Government to a solicitation or award, and the Government will not reimburse response costs.
The packet contains updated unclassified Industry Day presentation material and finalized Q&A responses from the September 2, 2026 Industry Day. The RFI seeks feedback to inform PMS 390's acquisition approach for a system to replace the legacy Submarine Rescue Diving & Recompression System. The RFI describes a proposed two-phase prototype Other Transaction Authority (OTA) structure: a 24-month design phase ending at a Critical Design Review pivot point, followed by a tactical prototype build and test phase. Questions address statutory eligibility under 10 U.S.C. 4022(d), including nontraditional defense contractor participation and a mandatory one-third cost share, along with Phase A and Phase B pricing structures and FAR Part 15 readiness for follow-on production. The Government plans a formal solicitation on SAM.gov in Q2/Q3FY27, tentative award in Q4FY27, and Initial Operational Capability in FY33. Sanitized RFI responses may be posted to PIEE and SAM.gov.
