About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research through a Sources Sought Synopsis for a Visual Threat Recognition and Avoidance Trainer (VRAT) system to enhance flight simulator training capabilities. The procurement involves redeveloping graphic systems for flight simulators using Unreal Engine plugin technology, including software licenses for Replika Globe Software Development Kit and SYNTH3D Simulation Runtime, along with low and high-resolution global terrain packages. The agency is exploring an Indefinite Delivery Indefinite Quantity (IDIQ) contract structure under NAICS code 513210 (Software Publishers) with a size standard of 1,000 employees. Interested vendors must demonstrate experience with VRAT solutions, technical data rights, software development capabilities, and familiarity with Wide Area Work Flow (WAWF) payment systems. Responses are due by August 10, 2025, at 11:59 PM MST, and must be submitted via email to designated Air Force contracting personnel. The government is particularly interested in small businesses including 8(a), Service-Disabled Veteran Owned, HUBZone, and Women-Owned concerns to determine the most appropriate acquisition strategy.

This opportunity does not include any set-aside designation and appears to reference BlackShark.AI as a potential incumbent or current contractor, with specific questions about vendors' relationships with this company and authorization as resellers. The contract structure envisions terrain packages in various size tiers ranging from 1,000 km² to over 2,000,000 km², indicating significant scalability requirements for global terrain modeling capabilities. The proposed contract includes a five-year Period of Performance, suggesting a substantial long-term commitment for ongoing software licensing and support services. No specific budget ranges or award values have been disclosed in this preliminary market research phase. The government is seeking information about teaming arrangements and requires vendors to delineate between prime contractor and subcontractor responsibilities in their responses.
