About this file

This document is a Purchase Description (PD) for a Visual Threat Recognition and Avoidance Trainer (VTRAT) contract issued by the U.S. Air Force. The procurement is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Blackshark.ai to redevelop graphic systems for flight simulators using the Unreal Engine plugin. The contract will provide software licenses for the Replika Globe Software Development Kit and SYNTH3D Simulation Runtime, along with low and high-resolution global terrain packages in various size tiers ranging from 1,000 km² to over 2,000,000 km².

The contract has a five-year Period of Performance (PoP) and is currently in a Sources Sought/Request for Information (RFI) phase to determine potential sources and acquisition strategy. The government is specifically interested in small businesses, including 8(a), Service-Disabled Veteran Owned, HUBZone, and Women-Owned small business concerns. Potential vendors are requested to provide company details, experience with VRAT solutions, and responses to specific questions by August 10th at 11:59 pm MST. The solicitation uses NAICS code 513210 with a size standard of 1,000 employees, and aims to develop more realistic terrain representations for military flight training simulations.

DESCRIPTION

The purpose of this contracting action is to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Blackshark.ai. The VTRAT program is currently engaged in the redevelopment of its outdated graphic system for flight simulators. This initiative will incorporate the Unreal Engine plugin, enabling the creation of more realistic terrain representations for various real-world locations.

By implementing this enhanced graphical capability, aircrews will benefit from the opportunity to train within a geographic environment that closely resembles the locations they will be operating in once deployed. This advancement is crucial for ensuring readiness and operational effectiveness in real-world scenarios.

SCOPE

Blackshark.ai will provide the Replika Globe Software Development Kit with the Unreal Engine Plugin, SYNTH3D Simulation Runtime licenses and low- and high-resolution global terrain as requested in subsequent task orders purchased against the IDIQ once established.
