Key West requires airfield crash net support with priority override capabilities for emergency response endpoints. The contractor must achieve 99.999 percent minimum service availability per calendar month and comply with FedRAMP Authorized designation at the Moderate baseline when cloud services are proposed. Pricing must provide flat-rate billing for North American Numbering Plan calls with unlimited usage and separate billing for international calls. NAICS code is 517111, Wired Telecommunication Carriers, with a 1,500-employee size standard. Evaluation is based solely on price reasonableness under FAR 15.404-1(b), with award to the responsible offeror providing best value. Amendment N0018926RL0290001 issued September 25, 2026 modified the option period dates but did not extend the proposal deadline.
