About this opportunity
The Naval Supply Systems Command is conducting a sole-source procurement of Voice Over Internet Protocol telecommunications services for Naval Air Station Key West and Naval Station Great Lakes, with a response deadline of September 16, 2026. The award to AT&T replaces existing Time-Division Multiplexing commercial telephony services and covers approximately 4,200 endpoints across both installations.
The Navy determined that only AT&T can satisfy the requirement due to critical constraints: AT&T is the incumbent owning the existing Outside Cable Plant infrastructure; alternative vendors would require 3–5 years to design, permit, and construct new physical infrastructure at an estimated cost of $20 million or more per base; the mandatory operational cutover deadline of February 1, 2027 cannot be met by non-incumbent vendors; reseller arrangements introduce unacceptable operational latency and mission risk; and alternative non-terrestrial solutions lack feasibility within project constraints. The Navy previously issued a Sources Sought Notice on December 9, 2025 (receiving 16 responses) and a competitive solicitation on April 23, 2026 (receiving 10 proposals) before determining sole-source award appropriate.
The contract is structured as a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity award with a five-year base period (February 1, 2027 through January 31, 2032) and an optional six-month period. The IDIQ carries a $1 million minimum guarantee with anticipated funding from FY 2027 Operations and Maintenance funds. The Navy anticipates eventual replacement of VOIP services through alternative technologies, which may enable future competition when requirements are reduced in scope.
