About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 (VAMC Manchester) has issued Amendment 2 for Request for Quotation (RFQ) 36C24124Q0194 regarding primary reference laboratory testing services. This special notice extends the offer due date to March 7, 2025, and incorporates responses to vendor questions received through February 14, 2025. The solicitation is classified under NAICS code 621511 for Medical Laboratories and Product Service Code Q301 for Reference Laboratory Testing. The opportunity was issued as an unrestricted procurement after the VA determined that the Rule of Two could not be met by Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs). The contract will involve providing lab testing services for VA medical facilities in West Haven, CT and West Roxbury.
Contractors interested in this opportunity must submit their offers by March 7, 2025, at 4:00 PM EST, which represents the final deadline for submission. The laboratory testing services will encompass STAT lab testing and lab downtime coverage, with routine specimen pickups available Monday through Friday, including Federal holidays, and emergency transportation accessible 24/7 with a 3-hour response time. Vendors are permitted to provide supplemental documentation for test panel components and may add a column for test codes in Attachment A. The solicitation includes several genetic testing panels with an estimated volume of approximately 5 tests per year. Payment for services will be processed through the VA Financial Services Center. While the procurement is unrestricted, potential contractors should carefully review the full solicitation documents to ensure complete compliance with all specified requirements and technical specifications for laboratory testing services.
