About this file

This is Amendment 2 to RFQ 36C24124Q0194 issued by the Department of Veterans Affairs VAMC Manchester for primary reference laboratory testing services. The amendment extends the offer due date to March 7, 2025 at 4:00 PM EST and incorporates responses to vendor questions received through February 14, 2025.

Key details from the Q&A include: routine specimen pickups are Monday through Friday including Federal holidays upon request, with emergency transportation available 24/7 with 3-hour response time. The services are for STAT lab testing and lab downtime coverage, with deliveries to West Haven, CT and West Roxbury facilities that are open 24/7. Vendors may provide supplemental documentation for test panel components and add a column for test codes in Attachment A. Several genetic testing panels with estimated quantities of 5 tests per year are included. DESCRIPTION

Amendment 2 incorporates all questions received as of February 14, 2025, along with responses below. It also extends the due date of offers until March 7, 2025.

1.Question: Can we please have panel components, cut off levels and specimens’ sources so that we can price appropriately. (see attached document)

Response: If this is in regard to attachment A, please do your best to match the panel listed. A supplemental document may be added to define your tests in the panel.

2. Question: Please verify the days of the week for pickups. Contract page 12 states Monday-Friday Response: Days of the week for routine pickups are Monday thru Friday including Federal

Holidays upon request.

3. Question: Please verify that number 4 on the Performance of Work documents. E. 4.

Response: Emergency transportation services shall be available 24 hours per day, seven days per week including Government holidays. Response time for emergency transportation services shall be within 3 hours after notification by any VISN 1 facility.

4. Question: Is this for STAT lab services or something else?

Response: These are for STAT lab services or services needed for lab downtime.

5.Question: Attachment C- For The lines 3-16 Can we have the drop off locations will be for those facilities.

Response: As stated in cell A2, it is for delivery to West Haven, CT and West Roxbury.

6. Question: Will afterhours access to the sites be an option for these?

Response: Both facilities are open 24/7 but drop off times are listed on pg. 13, #3.

7. Question: Will all samples from ME, NH, VT locations will need to be transported from sites to both West Roxbury and West Haven or if it will be one or the other.

Response: As stated in cell A2, it is for delivery to West Haven, CT and West Roxbury.

8. Question: Are we able to visit the labs during the RFP process.

Response: No, because during the solicitation process there should be no need for contact.

9. Question: Where can we add a column in Attachment A – Test Menu for the bidder’s test code?

Response: Yes- between column B and C but do not remove any columns.

10. Question: Can we provide a supplemental document for the “Panels – list out tests included in panel” for Attachment A? We believe this would be helpful to you because some panels could have many components.

Response: Yes- provide panel name and cost in Attachment A and you may provide supplemental document for tests included in your panels.

11. Question: It is suggested that the item test “ALLERGY RAST: ALLERGEN-REFERRED” is removed from the utilization as bidders are unable to map these due to limited information or multiple tests send out to a referral lab.

Response: This can be removed.

12. Question: Please provide additional information such as CPT codes, full test description, and reporting results/genes for the following tests? If this information is not available, are bidders allowed to remove these tests from the utilization?

Response: Genetic testing panels vary greatly in genes offered. Requiring a specific list here could eliminate competition. Please provide what testing you offer for these disease states.

Bidders may leave these blank if they do not offer this testing, but it will be scored as if it is subcontracted for evaluation.

13. Question: PWS, section I.L.2., p. 19, Utilization Reports – it states that the contractor shall electronically distribute reports to the COR by the 15th on the month following the close of the reporting month. Then listed are the reports needed but it starts with b. a monthly cumulative summary of tests by dollar volume for each facility. Was this just a typo to not start the list with “a”? Please clarify.

Response: It was a typo – the items listed should be “a” and “b”.

14. Question: Can you please provide me an explanation as to why the solicitation was not set aside as multiple SDVOSB's submitted?

Response: VA applied the VA Rule of Two, as described in 38 USC 8127, and determined that the VA Rule of Two could not be met by SDVOSBs or VOSBs for this procurement. Because the VA Rule of Two was not met, the solicitation was not issued as an SDVOSB or VOSB set-aside.
