About this opportunity

The Department of the Army Medical Command is seeking Visian Implantable Collamer lenses (EVO MICL, EVO TMICL) and Lioli 24 Injectors as part of the Warfighter Refractive Eye Surgery Program, a Department of Defense initiative designed to improve soldier readiness by reducing dependence on corrective eyewear. The procurement aims to support surgical procedures that eliminate or reduce soldiers' need for glasses through advanced intraocular lens technology. Potential contractors must submit responses by January 10, 2025, at 4:00 PM EST, with submissions required to include organization details, contact information, and CAGE/UEI codes. The solicitation number is W91YTZ25QA021, and the procurement will be conducted through the Medical Readiness Contracting Office - East, located at Eisenhower Health Contracting Branch in Fort Eisenhower, Georgia. The government will evaluate responses to determine whether the requirement will be set aside for small businesses or proceed with full and open competition.

The procurement is currently categorized with no specific set-aside designation, using NAICS code 339113 with a size standard of 750 employees. The expected ordering period spans from March 3, 2025, through March 2, 2028, indicating a three-year contract duration. While specific award values are not disclosed in the pre-solicitation notice, the procurement is considered "all or none" and will involve surgical lens equipment critical to military medical readiness. No incumbent contractors are mentioned in the documentation, and the government has indicated that no telephone inquiries or feedback will be provided on submissions. Interested parties must carefully review the sources sought notice and prepare comprehensive responses that demonstrate their capability to provide the specialized intraocular lens technology required for military refractive eye surgery programs.
