About this opportunity
The Army Contracting Command at Aberdeen Proving Ground seeks two prototype Other Transaction Agreements under OTA authority for delivery and demonstration of Scanner Ultrasonic Ocular devices, with proposals due November 3 and questions due October 29. This is a Request for Prototype Proposals (RPP) under 10 U.S.C. 4022, not a competitive sealed bidding or task order procurement.
Place of performance is Frederick, Maryland. The government seeks a Commercial-Off-The-Shelf or Non-Developmental Item solution requiring minimal to no modifications, with FDA 510(k) clearance (Class II) or FDA registration (Class I). Each awardee must deliver four prototype units within 45 to 60 days after award. Critical specifications include dual-voltage power capability (110–120 VAC/60 Hz minimum; 220–240 VAC/50 Hz desired), battery backup for 30 to 60 minutes, A-Scan and B-Scan probe capabilities, and diagnostic imaging for trauma assessment, surgical planning, and traumatic brain injury screening. Prototypes will undergo operational testing by the Medical Test and Evaluation Activity and environmental testing per MIL-STD-810H during a 12-month performance period. Vendors must be Trade Agreements Act compliant and meet Nontraditional Defense Contractor requirements or provide one-third cost share; cost-share is optional but will be evaluated favorably. The NAICS code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing; PSC is 6515. Award is anticipated in FY27 Q1 using FY26 Defense Health Program RDT&E 2-year funds. Warranties must cover one year minimum (prototype), with a desired three-year warranty for production. The Government intends to pursue follow-on production of approximately ten units without further competition upon successful completion. Proposals are limited to four volumes: Executive Summary (1 page), Technical Approach (7 pages), Management/Past Performance/Schedule (5 pages), and Cost/Business Proposal (3 pages). Evaluation criteria include technical approach, technical maturity and commerciality, performance compliance, reliability/maintainability/supportability, schedule realism, past performance, and cost/price, evaluated holistically without stated weightings.
