About this opportunity

The Defense Information Systems Agency (DISA), on behalf of the Department of War, is issuing a Request for Information (RFI 842674441) to identify qualified sources capable of delivering a standardized, enterprise-scalable virtualization software solution with associated sustainment, upgrades, and technical support services, with responses due May 12, 2026 at 10:00 AM CST. The anticipated procurement vehicle is a Blanket Purchase Agreement (BPA) against the GSA Multiple Award Schedule Information Technology category, structured as a five-year ordering period comprising one base year and four one-year options.

The solution must support approximately 700,000 subscriptions across globally distributed DoW environments (CONUS and OCONUS locations, including data centers, enterprise computing facilities, and tactical/forward-deployed settings) spanning 4th Estate Agencies, Combatant Commands, and Military Departments. Required capabilities include full and paravirtualization, live VM migration, disaster recovery and backup, application and data virtualization, remote management with REST API, advanced threat detection, asset and network management, logging and analytics with one-year retention, and real-time performance monitoring. All products must achieve minimum DoW Impact Level 5 certification with a roadmap to IL6, support two-factor authentication via SAML 2.0 or OIDC, and integrate with DoW Enterprise Identity and Access Management systems. Responses must address three operational use cases: hypervisor-native hybrid cloud with workload mobility, zero trust architecture with hypervisor-level micro-segmentation, and secure virtual desktops with GPU virtualization for geographically dispersed users.

Respondents must provide company information, capability statements addressing ROI and migration strategy from legacy VMware environments, technology outlook, security posture and SSDLC practices, global technical support framework with sample SLAs, program management approach, training and adoption plans, GSA Schedule or GWAC status, reseller authorization confirmation, and rough order of magnitude cost estimates for the base period, option years, and one-time migration costs across multiple subscription allocation scenarios. Responses are limited to 25 pages (excluding title page, table of contents, and OEM authorization letters) and must be submitted to christinia.f.rhem.civ@mail.mil. This is market research only; the Government will not reimburse response costs.
