About this file

This is a Questions and Answers document addressing cost estimation methodology for a virtualization enterprise software solutions RFI issued by the Defense Information Systems Agency (DISA) on behalf of the Department of War (DoW).

The government clarified that it does not have a precise count of end users across participating programs and agencies for the approximately 700,000 cores referenced in the RFI. To enable apples-to-apples evaluation across vendor responses, the government requested that cost ROM estimates be provided for multiple scenarios: a maximum case allocating all 700,000 subscriptions to VDI/EUC end users, and sample cases allocating 10%, 25%, and 50% of the 700,000 subscriptions to VDI/EUC with the remainder allocated to server virtualization. Vendors are permitted to propose additional percentage scenarios based on industry experience or standards. Respondents must clearly state assumptions and methodology, including any further assumptions regarding concurrency rates or user profiles.

Text version

The RFI references approximately 700,000 cores for the virtualization environment. For VDI and EUC licensing purposes, can you provide an estimated number of end users or concurrent sessions we should use for the Cost ROM? That would likely be easiest for an apples to apples evaluation perspective. Alternatively, we’ll plan to do a % of cores assumption.

Response: At this time, we do not have a precise count of end users across all participating programs and agencies.

To facilitate an apples-to-apples evaluation across all vendor responses, we request that you provide Cost ROM estimates for the following scenarios:

1. Maximum case: All 700,000 subscriptions allocated to VDI/EUC end users.

1. Sample cases: 10%, 25%, and 50% of the 700,000 subscriptions allocated to VDI/EUC end users, with the remainder allocated to server virtualization.

If you believe another percentage is more realistic based on your experience or industry standards, you may include that scenario as well. Please clearly state your assumptions and methodology.

If you need to make further assumptions (such as concurrency rates or user profiles), please describe them in your response.
