About this opportunity
U.S. Special Operations Command issued a Notice of Intent to Sole Source on May 21, 2026, for a Virtual Patient Simulator software platform, with a response deadline of May 28, 2026, under a Total Small Business set-aside. The procurement is for Application Development Software (Perpetual License Software), NAICS 513210, PSC 7A20, with a size standard of $47 million.
The U.S. Army John F. Kennedy Special Warfare Center and School requires a Commercial-Off-The-Shelf virtual patient simulator to train and evaluate Special Operations Combat Medics and Advanced Tactical Practitioners in non-trauma emergency medical assessment, triage, and prolonged casualty care within resource-constrained austere environments. The platform must provide three core capabilities: advanced clinical scenario customization with authoring tools for complex decision-making scenarios including triage and teleconsultation; austere environment simulation enabling customized resource, diagnostic, and intervention constraints per scenario; and direct alignment with SOCM/ATP scope of practice as defined in USSOCOM 350-29, delivered as a dedicated simulator rather than a general-purpose extended reality platform or biometric monitoring tool. The platform must run on standard Government-issued or commercial mobile devices without specialized hardware. The contract structure includes a 12-month Base Period with four optional 12-month periods and a six-month extension allowance.
Other responsible vendors may submit capability documentation by May 28, 2026, 08:00 AM EST, electronically via email to listed points of contact. The Government will evaluate submissions to determine whether bona fide competition exists and reserves the right to decide whether to compete. Vendors should provide general information and technical background demonstrating experience and capability to support requirements; no compensation is offered for submissions.
