About this file
This is a Statement of Need (SON) for the U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) soliciting a Commercial-Off-The-Shelf (COTS) Virtual Patient Simulator platform. The Special Warfare Medical Group (SWMG) requires this capability to train and evaluate Special Operations Combat Medics (SOCM) and Advanced Tactical Practitioners (ATP) in non-trauma emergency medical patient assessment, triage, and prolonged casualty care within resource-constrained austere environments. The platform must go beyond current trauma management simulation tools to address broader clinical decision-making scenarios specific to Special Operations Forces medical personnel.
The required virtual patient simulator must provide three minimum essential capabilities: (1) advanced clinical scenario customization with robust authoring tools for creating complex decision-making scenarios including triage of medically emergent patients, prolonged casualty care management, and teleconsultation options; (2) austere environment simulation enabling case designers to strictly limit and customize available medical resources, diagnostic investigations, and interventions on a per-scenario basis; and (3) direct alignment with SOCM/ATP scope of practice as defined in USSOCOM 350-29, delivered as a dedicated virtual patient simulator rather than a general-purpose Extended Reality development platform or biometric monitoring tool. The intended contract period consists of a 12-month Base Period with four optional 12-month periods, plus an allowable six-month extension. The platform must be accessible via standard Government-issued computing devices or commercial mobile devices without requiring specialized proprietary hardware. Upon contract award, the contractor must provide requisite user licenses and administrative access to the platform.

STATEMENT OF NEED (SON)
United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS)
Joint Special Operations Medical Training Center Virtual Patient Simulator
1.0 BACKGROUND
The Special Warfare Medical Group (SWMG) is responsible for the training and evaluation of Special Operations Combat Medics (SOCM) and Advanced Tactical Practitioners (ATP). While current simulation tools effectively address the Tactical Combat Casualty Care (TCCC) trauma management framework, a capability gap exists in the simulation of broader clinical decision-making. SWMG requires a dedicated virtualization capability to assess non-trauma emergent medical patient assessment, triage, and prolonged casualty care in resource-constrained (austere) environments.
2.0 PURPOSE
The purpose of this requirement is to acquire access to a Commercial-Off-The-Shelf (COTS) Virtual Patient Simulator platform. This platform will be utilized by SWMG instructors to create, deploy, and evaluate customized clinical scenarios that accurately reflect the unique operational realities of Special Operations Forces (SOF) medical personnel.
3.0 MINIMUM ESSENTIAL REQUIREMENTS (SALIENT CHARACTERISTICS)
To meet the Government's training objectives, the required virtual patient simulation platform must possess the following minimum capabilities:
• 3.1 Advanced Clinical Scenario Customization: The system must provide robust authoring tools that allow for the creation and customization of complex clinical decision-making scenarios that extend beyond basic trauma management. Required capabilities include simulating the triage of medically emergent patients, managing prolonged casualty care, and incorporating teleconsultation options within the simulation.
• 3.2 Austere Environment Simulation: The platform must possess the native ability to allow case designers to strictly limit and customize the available medical resources, diagnostic investigations, and medical interventions on a per-scenario basis. This is essential to accurately replicate the constraints of an austere military environment and assess a medic's performance under realistic logistical limitations.
• 3.3 Direct Alignment with SOCM/ATP Scope of Practice: The simulator must be capable of creating cases that specifically align with the clinical competencies defined in USSOCOM 350-29. The platform must be a dedicated virtual patient simulator built for complex clinical triage and prolonged care, not a general-purpose Extended Reality (XR) development platform or a biometric monitoring tool.
4.0 PERIOD OF PERFORMANCE
The intended Period of Performance (PoP) for this requirement is a 12-month Base Period with four (4) 12-month Option Periods, plus an allowable six (6) month extension in accordance with FAR 52.217-8 (Option to Extend Services).
• Base Period: [TBD]
• Option Year 1: [TBD]
• Option Year 2: [TBD]
• Option Year 3: [TBD]
• Option Year 4: [TBD]
5.0 DELIVERY AND ACCESS
As a COTS software solution, the Contractor must provide the Government with requisite user licenses and administrative access to the platform upon contract award. The platform must be accessible via standard
Government-issued computing devices and/or standard commercial mobile devices without requiring the procurement of specialized proprietary hardware.
