About this opportunity

The Department of the Army is seeking sources for Virtual Air Defense Systems Integrator (ADSI) software through a sources sought notice posted on March 19, 2026, with responses due by 11:00 AM EDT on March 23, 2026. This market research initiative aims to identify qualified vendors capable of providing certified, combat-proven tactical data link software that operates in virtualized environments on VMware ESXi hypervisors. The software must support multiple data link communications including Link 16 and Link 11 protocols, provide command and control and situational awareness capabilities, and meet specific technical salient characteristics equivalent to the Ultra Electronics V15 Virtual ADSI system. Interested parties must submit detailed information demonstrating previous experience on similar requirements, product capabilities, commercial availability, pricing, delivery schedules, and small business certifications via email to Donelle White (Contract Specialist) and Leona Lu (Contracting Officer) at the Army email addresses provided. The government is evaluating whether the identified technical requirements constitute brand-name limiting competition and is specifically soliciting feedback on ADSI-equivalent capabilities or alternative solutions that meet all requirements without degrading compatibility or mission effectiveness.

The procurement falls under NAICS code 513210 (Software Publishers) with a $47 million size standard and may be set-aside for small businesses if two or more qualified small businesses respond with sufficient information. Ultra Electronics has been identified as a potential sole source provider, though the government has not yet made a final determination on sole-source procurement authority. Respondents are encouraged to identify whether they operate existing GSA Federal Supply Schedule contracts or government-wide contract vehicles and to provide recommendations for structuring the contract to enhance small business competition. No specific award value or contract timeline has been disclosed in the notice; respondents should monitor SAM.gov for the anticipated future solicitation, which may be issued as a Request for Quote, Invitation for Bid, or Request for Proposal. This sources sought notice is for market research and preliminary planning purposes only and does not constitute a formal solicitation for proposals or requests for bids and quotes.
