About this file

This is a Sources Sought Notice issued by the U.S. Government to identify potential suppliers for Virtual Air Defense Systems Integrator (ADSI) software—a certified, combat-proven tactical data link software solution capable of operating in virtualized environments. The software must provide serial and Ethernet Link 16 and Link 11 communications within a secure, networked environment to enable command and control and situational awareness capabilities. The procurement will be set-aside for small businesses provided that two or more qualified small businesses respond with sufficient information to support the set-aside. The anticipated NAICS code is 513210 (Software Publishers) with a size standard of $47 million. Potential respondents should monitor www.sam.gov for any future solicitation, which may be released as an RFQ, IFB, or RFP.

Respondents must provide: firm name, point of contact information, DUNS number, CAGE code, small business status and certifications, prime or subcontracting intent, detailed previous experience on similar requirements with documentation verifying product capabilities against minimum salient characteristics, commercial availability information including pricing and delivery schedules, any existing GSA Federal Supply Schedule or government-wide contract vehicle offerings, recommendations for structuring the contract to enhance small business competition, and any concerns regarding competition restrictions. The Government has identified a potential sole source and is evaluating whether ADSI-specific technical characteristics constitute a brand-name limiting competition requirement under FAR 13.101. Respondents are encouraged to identify ADSI-equivalent capabilities or alternative solutions that meet all technical requirements without degrading compatibility or mission effectiveness. This notice is for information purposes only and does not constitute a request for quotes, bids, or proposals; the Government will not accept unsolicited proposals or pay for response costs.

In response to this sources sought, please provide:

1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (including size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Contractors responding to this Sources Sought Notice should provide information on their ability to directly address each of the minimum salient characteristics listed (see attached Salient Characteristics pdf.). Please include documentation sufficient to verify that your product meets these requirements.

4. Information to help determine if the requirement service is commercially available, including pricing information, and the basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

5. Identification of any GSA Federal Supply Schedule (FSS), GSA MAS, or other Government-wide contract vehicles under which the required services are offered.

6. Identify how the Army can best structure these contract requirements to facilitate competition between and among small business concerns.

Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

Potential Sole Source and limiting competition Notice: The USG has identified a potential sole source capable of meeting the Government’s requirement for the Virtual Air Defense Systems Integrator (ADSI) software. In addition to assessing potential sole source considerations, the USG is also evaluating whether the unique technical characteristics of the ADSI software—its certified, combat-proven tactical data link capabilities; its ability to operate in a virtualized environment; and its provision of secure serial and Ethernet Link 16 and Link 11 communications—may constitute a brand-name limiting competition requirement under FAR 13.101. If market research confirms that ADSI-specific components, interfaces, or OEM-certified services are essential to achieving required interoperability, cybersecurity posture, and operational continuity for command and control (C2) and situational awareness functions, the Government may pursue a sole source acquisition strategy and/or a brand-name limiting competition document to support any future solicitation. Respondents are encouraged to identify whether they can provide ADSI-equivalent capabilities or alternative solutions that meet all technical requirements without degrading compatibility, performance, or mission effectiveness.

8. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items.
