About this opportunity
The Department of the Army, through the 418th Contracting Brigade on behalf of the 69th Air Defense Artillery Brigade, is procuring a one-year subscription license for Virtual Air Defense Systems Integrator (V-ADSI) software, a critical tactical data system designed to integrate and visualize air defense data from disparate military sensor feeds. The government intends to award this contract on a sole-source basis to Ultra Advanced Tactical Systems under Federal Acquisition Regulation (FAR) 13.101-1(b) using simplified acquisition procedures. Key technical requirements include interoperability with over 300 tactical data link and radar protocols used by U.S., NATO, and allied forces, including Link 16 and JREAP; advanced gateway and multi-link forwarding functions; the ability to create a Common Operating Picture (COP); and rapid deployment capability on standard government-furnished laptops and tablets. The sole-source justification is based on market research, including a sources sought notice posted on SAM.gov, which determined that V-ADSI is a proprietary product with unique capabilities that no other commercial or non-commercial alternative can match. The response deadline for this pre-solicitation notice is April 27, 2026, with an anticipated contract award date on or before May 15, 2026.
This acquisition carries no set-aside designation and is expected to be awarded exclusively to Ultra Advanced Tactical Systems, the sole developer and vendor of the V-ADSI software. The total estimated contract value is $21,750 for the one-year subscription license. The procurement is classified under NAICS code 513210 (Software Publishers) and Product Service Code 7A21 (IT and Telecom—Business Application Software Perpetual License Software). This acquisition is not subject to any trade agreements, allowing the government to proceed directly with the sole-source award. Interested parties have until April 27, 2026, to submit any objections or alternative solutions, though the government has already determined through extensive market research that no viable alternatives exist to meet the stated operational requirements.
