About this opportunity
The USDA Forest Service, Region 6 (Pacific Northwest Region), is soliciting quotes for Heavy Equipment Task Force (HETF) resources to support wildland fire suppression, all-hazard incidents, and prescribed fire project work across the Northern Rockies, Great Basin, and Pacific Northwest geographic areas. The solicitation seeks to establish multiple Indefinite Blanket Purchase Agreements (I-BPAs) with a five-year performance period estimated to begin June 1, 2025. HETF teams must include a job site foreman with 4-wheel drive vehicle, one leveling feller buncher, one rubber-tired skidder, one Type II or III dozer with 6-way blade, one drop-tank skidgine or pumpercat, and two transports, with optional additional equipment such as a second feller buncher, excavator (minimum 111 horsepower), or boom-mounted masticator. Award decisions will be based on operational acceptability of resources and company experience in commercial logging or heavy equipment tactical wildland fire operations, price reasonableness, and past performance dependability risk assessed as low or unknown. Vendors must submit quote responses through the VIPR NextGen application no later than May 11, 2026 at 14:00 Pacific Time, with the solicitation currently in an open season onboarding period that allows both existing awardees to modify their agreements and new vendors to submit initial quotes.
This procurement is designated as a 100% Small Business Set-Aside, with socioeconomic status advantages (5% dispatch priority per qualifying category, capped at 10%) available for HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The dollar limitation per individual order is the Simplified Acquisition Threshold (SAT), with no guaranteed orders or payments to awardees. All personnel must hold RT-130 certification and meet fitness standards specific to their geographic region, while contractors are responsible for all labor, equipment maintenance, operating supplies, insurance, workers' compensation, transportation, and mobilization costs reflected in their proposed daily rates based on up to a 16-hour shift. Payment will be based on actual resource utilization documented on shift tickets, with invoicing required every 14 days minimum and travel calculated from designated dispatch centers at 45 mph average speed plus applicable rest time. Performance of work will occur throughout the United States, primarily in Region 6 and surrounding areas, with contractors expected to maintain active System for Award Management (SAM) registrations and current liability and workers' compensation insurance documentation for incident check-in and ongoing compliance.

The Government is re opening Solicitation 1204H125Q7001 for an open season Onboarding period. Vendor quote responses are due no later than 05/11/2026 at 14:00 Pacific. Vendors must submit responses through the “VIPR NextGen” application located at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d
The U.S. Department of Agriculture (USDA), Forest Service (USFS), originally issued this requirement for Heavy Equipment Task Force (HETF) – West Zone, Region 6 only to support local, regional, and national fire suppression and allhazard incidents.
This amendment re opens the original solicitation to conduct Onboarding in accordance with Exhibit H – Special Contract Requirements.
Onboarding is not a new procurement action. It is conducted under the terms of the original solicitation and issued as an amendment to that solicitation. The original solicitation requires that award decisions during open season Onboarding use the same evaluation factors and subfactors as the original solicitation. It also requires that any new IBPA awards issued through Onboarding be identical to the original awards, including all terms, conditions, and the period of performance. While the Government will review industry feedback, significant changes are not anticipated, particularly regarding evaluation factors or contract terms.
This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (IBPA) issued as a 100% Small Business Set Aside.
The open season Onboarding period will run concurrently with the USFS Contracting Officer’s annual IBPA review—commonly referred to as the “Rollover” modification process. During this period, existing IBPA awardees may revise rates, modify resources, or add new resources, and new Offerors who meet all eligibility requirements may submit quotes for consideration.
All proposed resources must meet the criteria established in the original solicitation. New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation. Any resulting new IBPA awards will be identical in terms and conditions to the original agreements. After the Onboarding and annual review/rollover processes are complete, any newly awarded Contractors or newly accepted resources added to existing agreements will be eligible for dispatch and BPA Calls in accordance with the ordering procedures in the agreements.

Update #2 ·
Maintenance Cycle #25-08 updates Equipment Requirements within sections D02 for CSU, MWST, HOS, Ambulance and EMR, as well as the HETF technical quote language. (krd)
Update #1 ·
The Department of Agriculture (USDA), US Forest Service (USFS) ESB West Zone (Region 6 ONLY) anticipate soliciting quotes (RFQ) for Heavy Equipment Taskforce (HETF) for use during local, regional, nationwide fire suppression, all-hazard incidents, and RX Prescribed Project Work. Section D.2 within the solicitation will contain equipment & personnel requirement details. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, managed/supervised/trained/certified personnel necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, all-hazard incidents, and RX Prescribed Project Work.
Optional awarded Agreement use by Interagency Cooperators (DOI, NPS, BIA, State etc..) are subject to that agency's payment and administrative terms.
The USFS Fire and Aviation Management (F&AM) Regional Program Office Representatives will determine annually whether it is in the Government's best interest to initiate an open season on-ramping process to add additional Contractors and/or resources during the annual Contracting Officer (CO) review period noted in Section C.3.1 of the solicitation.
RATES: Proposed rates should be based on up to a 16-hr daily shift and include all within B.2 -- PRICING AND ESTIMATED QUANTITY. Note: D.21.8.1 -- Rates of Payments. Payment will be at the rates specified in the agreement that is in effect at the time of the order.
DISPATCH CENTER: Agreements will be competitively awarded within the advertised and available regional dispatch centers. Agreement intent and Government guidance is for quoters to select the available dispatch center closest to their resource location to reasonably meet the Government's (Host Agency's) date and time needed for emergency incident support, as well as offer best value to the Government for travel costs for each potential dispatch/BPA Call. Since wildland fire support and locations are unknown at time of award, selection of a host dispatch center/zone outside of where the resources reside may result in loss of opportunity and failure to meet Government's critical and timely need at time of incident. Map link: https://www.nifc.gov/nicc/
SET-ASIDES: The agreement will be competitively awarded. The Government anticipates awarding multiple preseason Incident Blanket Purchase Agreements (I-BPAs) using a total Small Business set aside with further consideration per Section B.6 -- SOCIOECONOMIC STATUS ADVANTAGE APPLICABLE TO DPL RANKING.
