About this opportunity
This Limited/Sole Source Justification Notice from the National Aeronautics and Space Administration Ames Research Center proposes to award an estimated $FOIA Ex. 5 contract solely to Lockheed Martin to procure a protoflight neutron spectrometer system and unspecified number of spare parts for the Volatiles Investigating Polar Exploration Rover mission. As the original designer with relevant expertise and facilities, Lockheed Martin is the only vendor capable of providing the instrument within the necessary schedule of delivery dates in March 2021 for acceptance testing and October 2021 for integration to meet the fixed 2022 launch window, without substantial duplication of prior government investment costs. No other vendors responded to the pre-solicitation notice to express capability and interest.
